OEM/ODM Hair Care in China: From Formula Development to Private Label Mass Production
A buyer guide to hair-care OEM/ODM in China, covering briefs, formula routes, sampling, packaging, testing, compliance review and mass production.

Test intro.
Test Heading FastAn OEM/ODM hair care project in China normally moves through seven controllable stages: buyer brief, formula route, sample approval, packaging confirmation, testing, compliance and artwork review, and mass production. A clear brief and signed sample standard reduce delay more effectively than rushing directly to a unit price.
Start with a commercial brief
A useful brief states the target country, sales channel, consumer hair type, desired benefits, texture, fragrance direction, pack size, retail price band and expected launch date. It should also separate must-have requirements from preferences. This gives the manufacturer enough information to recommend a realistic formula and packaging route.
Choose the right development route
A stable-formula route is the fastest way to validate a market because the base has existing production experience and can be paired with available packaging. A semi-custom route may adjust fragrance, color or selected sensory details. A fully custom formula is appropriate when a brand needs a distinctive ingredient system, performance target or claim strategy, but it requires more development and validation.
MOQ starts from 100 pcs per SKU for selected stable formulas using in-stock bottles. Custom formulas, colors, fragrances, and packaging are quoted based on project requirements.
Develop and approve samples
Sample approval should cover appearance, odor, viscosity, foam, wet combing, rinse feel, dry feel and performance on the intended hair type. Record every requested change. Once approved, the final reference sample and specification should become the production standard rather than relying on informal messages or photographs.
Confirm packaging before artwork is finalized
Formula and packaging must work as one system. Viscosity affects pump output, cap choice and filling speed. Fragrance and oils can affect seals or plastics. Before ordering decoration, confirm bottle material, closure, dip-tube length, label area, print method, carton configuration and transport requirements.
Plan testing and compliance by target market
The testing plan depends on formula type, packaging and destination. Common project controls include stability, microbiological quality, package compatibility and transport checks. Label text and marketing claims should be reviewed for the target market before printing. A supplier can support documents, but the brand owner or local responsible party should confirm local obligations.
Move from pilot approval to mass production
Before mass production, lock the bill of materials, approved formula, fragrance code, color standard, packaging components, artwork version, fill weight and acceptable tolerances. Ask how incoming materials, in-process batches, filling and finished goods are checked. If any approved component changes, use written change control and approve the replacement before production.
Apractical buyer checklist
Send one controlled brief; confirm the development route; approve a signed sample; test formula-package compatibility; verify artwork and destination requirements; confirm production specifications; and agree on inspection, packing and shipment details. These steps give buyers better control of quality, cost and launch timing.
Buyer FAQ
What is the difference between OEM and ODM hair care?
OEM usually means manufacturing to a buyer-defined formula or specification. ODM usually includes manufacturer-supported product development, such as formula selection, sampling, packaging and private-label execution. In practice, many projects combine both approaches.
Can I start with a low quantity?
Yes, when a selected stable formula and an in-stock bottle fit the project. The confirmed MOQ is per SKU. Custom formula, fragrance, color or packaging requests are evaluated separately.
What should be approved before production?
Approve the formula sample, product specification, packaging, artwork, claims, fill size, carton configuration and testing plan. Keep the approved sample and artwork version as controlled references.
How long does a private-label project take?
Timing depends on the development route, number of sample rounds, packaging availability, testing and artwork readiness. A complete brief and fast approvals usually reduce avoidable delay.
